Many times there is movement on the lottery ranking list. Applicants who received a high lottery ranking may withdraw their applications. Some may not have been able to obtain a financing commitment or have decided not to move forward – again for a variety of personal reasons.
If there is an insufficient number of qualified applicants after the lottery lists have been exhausted, applications will be accepted on a on a “First-Come-First-Serve” basis (FCFS) once it has been approved by the Monitoring Agent. To explain further, this means that completed applications submitted post lottery will be reviewed/processed and sent to the Monitoring Agent for final approval. When/if they do receive approval, they will then be assigned homes in the order in which they were received as long as there are still affordable homes available.
